A digital coaching platform to monitor and strengthen teacher development nationwide
In 2024, the Government of Nepal partnered with the World Bank to launch Coach Digital Nepal, a national deployment of a mobile-based coaching platform to support ongoing teacher professional development. Built in alignment with the priorities of the Center for Education and Human Resource Development (CEHRD), the platform enables schools, local governments, and central authorities to monitor coaching activities, collect evidence of classroom practice, and guide educators in applying foundational teaching skills in real time.
Approach
The project built on the Coach Digital model previously piloted in other countries, adapting the tools to meet Nepal’s institutional, policy, and infrastructure needs. From the outset, the development team worked with Nepali officials and pedagogical leaders to localize the coaching flow, align indicators with national professional development frameworks, and ensure compatibility with the country’s Education Management Information System (EMIS).
The mobile application, developed to run on Android devices, supports coaches in navigating classroom observations, recording evidence, and delivering feedback to teachers across the country. The system was designed for use in low-connectivity environments and includes full offline functionality. A secure administration dashboard provides real-time insights on coaching frequency, priority skills, and teacher progress at school, district, and national levels.
As a full-cycle initiative, the project included government onboarding, user training, and technical handover. Following its successful development and field validation, the platform was officially transferred to the Government of Nepal for sustained national implementation.
Deliverables
- A custom-built Android coaching app adapted to CEHRD’s coaching and observation frameworks
- Secure backend infrastructure and data architecture integrated with national systems
- A user-friendly administration dashboard for multi-level monitoring and data export
- Offline-first capabilities to support remote schools with unreliable internet or electricity
- Full transfer of system ownership and codebase to the Government of Nepal
Impact
Coach Nepal established a digital backbone for monitoring and improving teacher coaching across the country. By delivering a low-bandwidth, scalable solution that supports both real-time feedback and long-term data use, the platform helps improve instructional quality and expand equitable access to professional support for teachers. As a government-owned system, it also reinforces Nepal’s leadership in leveraging open-source, context-aware technology to drive continuous improvement in foundational learning.
